Tag Locks Tsa

New Travel Sentry Approved lock - TSA 002. How the heck do I set it and use it? Right now I can't lock it.

Lock, Tag and Strap set from Walmart. Says Protege. Also says 1745036 WVK-199ET. I need to figure out how to set the combination and use the lock. Right now the hasp won't even go down into the body of the lock. I can't get it closed, let alone locked. And if I DO close and LOCK it, I won't be able to UNLOCK it. No directions what so ever in the package!

The only way I could figure it out was to set the lock to 000. Push it closed, then turn the codes to lock. Set it to 000 again to open.
It's lame though that there aren't instructions so I'm not sure if that's the only option or if you can personalize the code.
